Recovery Residences Must Now be FARR Certified

Under Florida law passed last year and effective July 1, 2017, all Recovery Residences (INCLUDING “COMMUNITY RESIDENCES” THAT ARE PART OF ANY PARTIAL HOSPITALIZATION PROGRAM “PHP”) must be certified by FARR and be managed by a certified Recovery Residence Administrator by July 1, 2018. Up until now, sober homes and halfway houses in Florida were exempt from regulation and FARR certification was voluntary.

Many Drug and Alcohol treatment providers have claimed they were not aware (believing that provider-owned housing remained exempt, including Community Housing under a PHP license), the old saying that “ignorance of the law is no defense” remains effective.

For more information regarding this issue, you can visit the websites of FARR (the Florida Association of Recovery Residence) or DCF (Florida Department of Children and Families).
